Overview

The pilot Community Investment Trust project launched in 2017 as the East Portland CIT (EP CIT). The property Plaza 122, which is owned by the EP CIT, is a 29,000-square-foot mid-century commercial retail mall in outer Southeast Portland with about 30 businesses and nonprofit tenants. Originally purchased for $1.2 million in 2014, after stabilization and lease-up, Plaza 122 is now worth $2.15M.

East Portland CIT Corporation Offering

A CIT investment offering is an agreement that allows private individuals (community investors) the opportunity to purchase shares in a corporation.

Each share represents a piece of equity ownership in the corporation, providing the community investor with financial returns and a voice in important decisions for the corporation.

When the EP CIT was launched, 40,000 shares were authorized at a price of $10 per share to be purchased over time by community members. The current share price of the pilot CIT in Portland, OR is $19.65, meaning that shares purchased at $10 in 2017 at the initial offering have nearly doubled in value.

Each share holder is entitled to an annual dividend from the corporation’s profit, which has averaged $0.99 per share over the past 7 years for the East Portland CIT.

Who is Eligible

To invest in the East Portland CIT Corporation (EP CIT), you must:

  • Live in one of the following zip codes: 97216, 97230, 97233, or 97236*
  • Be at least 18 years old
  • Have a tax ID number (TIN)
  • Complete the free CIT financial action course “Moving from Owing to Owning” (O2O)
  • Have no more than $5,000 invested in the EP CIT*

*You can either keep your investment in the CIT and continue to experience share price and dividend returns, or you can cash out the full value of your shares. When you meet the eligibility requirements again, by moving back to an eligible zip code or by cashing out your shares, you can restart your investment.

Since launching in 2017, the share price has grown from $10 to $19.65/share and delivered annual dividends averaging 7% for 330 families (1,320 individuals) who have invested $648K, with 105 investors having cashed out $237K (representing a $108K gain on their investment), and a total of over $100K distributed in dividends. The majority of investors are low-income, women, renters, first-time investors, and BIPOC and immigrants/refugees. Over 500 individuals have graduated from our “Moving from Owing to Owning” financial action course. After completing the financial action course and becoming a CIT investor, 85% of the investors reported using financial planning techniques to stay on track toward their financial goals.

Plaza 122, the property of the CIT corporation, was first stabilized by the CIT team with occupancy improvements from 66% in 2014 to over 90% in 2020 and remains at that level. The CIT investment launched with some thirty racially and economically diverse nonprofit and for-profit enterprises call Plaza 122 their “home”, with a majority reporting improved financial performance, visibility, networking and resilience due to the community ownership attributes of the CIT. The CIT caps annual rent increases at 3%. This predictable rent increase is communicated at the leasing stage and helps mitigate unexpected displacement due to sudden rent spikes.

The CIT transcends traditional models of community investment by cultivating belonging and establishing shared values, behaviors and customs that resonate with fellow neighbors and strengthen the fabric of the community.

  • It is located at 1427-1515 SE 122nd Avenue in Portland, OR on a 1.43 acre lot along a major commercial thoroughfare in East Portland.
  • The property is professionally managed and houses a variety of tenants, including both commercial and non-profit entities such as a hair salon, tax preparers in multiple languages, taxi cab company, a food cart and culturally-specific nonprofits.
